Gorbunov Aleksandr Pavlovich
A.P. Gorbunov was born on October 21, 1959 in Pyatigorsk. In 1976 he graduated with distinction fr om M.Y. Lermontov secondary school no. 1 with in-depth study of the English language. The first sentry of Pioneer-Komsomol Post number 1 at the Fire of Eternal Glory in Pyatigorsk (1973). In 1975-1976 he was a secretary of the Komsomol committee at School.
In 1976 he entered and in 1981 graduated with distinction from the Department of English Language of Pyatigorsk State Pedagogical Institute of Foreign Languages (since 1995 - Pyatigorsk State Linguistic University). In 1979 - 1981 he was Lenin scholarship holder.
From November 1978 to November 1982, A.P. Gorbunov, during his studies at the Institute, worked as secretary of the Komsomol Committee of the English Language Department. In his student years he actively participated in the movement of student construction teams in Stavropol Krai (1977 - 1982), including a participation in the construction of agro-industrial complex in Grachevsky district, the construction of a plastic plant in Budennovsk, the production of agricultural products at St. George's Cannery, The troops numbered several dozen, and several hundred people.
After graduation in 1982-1984 he saw duty in the Armed Forces of the USSR in the Far Eastern Military District as an officer and sergeant, and also held reserve officers' courses there.
Since 1984, he has been working at teaching posts in PSPIFL (then - PSLU): an assistant, senior teacher, assistant professor, professor. In 1989 he defended his Ph.D. thesis in the Dissertation Council on Historical Sciences at Rostov State University, in 2014 defended his doctoral dissertation in the Dissertation Council on Economic Sciences at the North Ossetian State University. He made a great contribution to the development of teaching directions and the establishment of new departments of the university. In 1992-1995 he was a dean of the Department of foreign students (more than 450 students from 51 countries of the world), since 1993 at the Translation Department. In the period from the end of 1995 to the beginning of 1998 he was a dean of the joint Department of Translation, Department of State and Municipal Administration, Department of Foreign Students. In 1998-1999 years he was a Deputy Head of the Department of Economic Disciplines for Organization of Teaching of Management Disciplines. In 2000-2001 was working as the dean of the Department of Translation.
From February 2001 to December 2005 - Vice-Rector for Scientific Work of the University, Chairman of the Editorial and Publishing Council of the University, Editor-in-Chief of the PSLU Bulletin.
Since December 2005 A.P. Gorbunov has been the rector of PSLU.
From that year he has been a chairman of the Editorial and Publishing Board of the scientific journal PSLU Bulletin, chairman of the Regional Training and Methodological Center (RTMC) on linguistic education in the South of Russia. Since 2007 Professor Gorbunov has been heading the Research Institute for the Development of Problems of Social Management and Leadership, Improving University Management and the Development of Intellectual Property - Pyatigorsk Scientific Center of the Volga-Caucasus Branch of the Russian Academy of Sciences.
Since 2008 he has been a chairman of the Council of the Regional Research Institute for the Development of Problems of Inter-Confessional Relations, Ethnopolitics and Ethnoculture of the South of Russia, established in PSLU.
From 1999 to December 2009 he was a deputy head of the Department of Management, Political Science and Sociology in the section of management and law, from December 2009 to January 2011 - Head of the Department of Innovation, Management and Law of PSLU, since February 2011 till present - Professor at the chair of Innovation, Management and Law, (since July 1, 2012 - Chair of Creative and Innovative Management and Law).
Academic degrees: Candidate of Historical Sciences (1989), Doctor of Economic Sciences (2014). Academic ranks: Associate Professor at the Department of National and Foreign History (1994), Professor at the Department of Management, Political Science and Sociology (2003).
Since January 2006 he has been an active member (academician) of the Academy of Pedagogical and Social Sciences. In March 2008, A.P. Gorbunov was elected an active member (academician) of the International Academy of Pedagogical Education. Since November 2008 he has been an active member (academician) of Europe-Asia International Humanitarian Academy.
10 Ph.D Theses were defended under the guidance of Professor A.P. Gorbunov.
During his work at the university he worked out 12 lecture courses in various academic disciplines: history, political science, regional studies, public relations, management and organization theory, including lecture courses "Management Theory", "Organization Theory", Management Science in XXI Century, is the developer of the advanced training course of Creative Innovative Management in Creative Innovative University. He reads lectures and conducts classes with scientific and pedagogical workers in the system of advanced training on the topics: "Innovative processes in the system of higher education and their objective basis", "Strategy for the formation of creative innovation university", etc.

A.P. Gorbunov has an innovative approach to research. He developed: the concept of management as an economic relationship; Integrative approach to leadership; a concept of changing the type of universal system communication in society; a set of approaches related to the awareness of the place and role of higher education as an industrial and economic system of modern society; a concept of creative innovational management; a model of creative innovative university and directions of its formation; a concept of improving the system dynamics of higher education as an economic relationship of a special, intellectual-innovative type; integrating transformational methodology; key creative and innovative competencies of employees (graduates of the university) of a new era; a complex of roles of scientific and pedagogical personnel of the university in a new era and other conceptual approaches.
A.P. Gorbunov works out a new integrating versatile and unique transformational methodology of scientific analysis of common cross-functional communication in society and nature and ways of transforming systemic connections of various levels of complexity.
Research and developments of Professor A.P. Gorbunov have a pronounced scientific, practical, and organizational design and engineering type: in many cases, this is a humanitarian and social devices, models, technologies, which immediately takes root in the innovative practice of the Pyatigorsk State University under his leadership. They include the following: a development of the mission, priorities, goals, and strategy of PSLU as an emerging creative innovative (transformative) university; a concept of an integrated innovative program of PSLU called PROFI-SOCI-LINGUA; a model of the "Unified system of indicators of assessing the activities of key divisions and PSLU teaching staff"; model of the Prospect individual plan of a PSU teacher, associated with the "Unified system of indicators"; a concept of the university development as the center of languages and cultures diversity; a concept of the university as a functioning model of a multicultural civil society and professional community; a model of complete preparation of the graduate with the development of a complex of professional, social, communicative, including foreign-language competences under the name of PROFI-SOCI-LINGUA; PSLU brands: "University that opens the world!" (officially registered in Rospatent as a trademark - Certificate No. 388420 dated 09.02.2009) and "University, that opens and transforms the world!"; Complex innovative projects "Innovative belt of PSU", "Incubator of Competences and Businesses", "Launch of the transfer system of social and humanitarian technologies"; "Flexible Production Practices", "Corporate Education", "Certification of Innovations", "Certification of Qualifications and Competencies"; a model of five main processes of the university's activities within the framework of the project called "Development and implementation of the quality management system of PSLU"; a model of innovative infrastructure of PSU; a system of career managers to form individual trajectories of students; normative model of PSU, ensuring the unity of approaches in the creation and management of intellectual property (MIP); a model of a scientific-educational-innovation laboratory (SEIL); a model of a scientific and educational innovation complex (SEIC) and model of its embeddedness into general system of PSLU; a concept of technological areas of PSU; "General educational strategy of the PSLU" (2009, 2011) and "Integrating general content-semantic educational, research and project-innovation strategy, and the main methodological task of PSLU" (2012); a model of multidisciplinary complex diversified multi-level educational, scientific, and innovative divisions - Institutes and Higher Schools (2010); a concept of progressive university organizational (corporate) culture; a concept of a complex internationalization of the university's activities and the creation of a system of coordinators for international cooperation, a dynamic benchmarking system for evaluating of the main divisions of the university performance (2013), a system of "effective contract" mechanisms (2014), and much more.
All this was reflected in his publications and current reports and speeches.
At the initiative of A.P. Gorbunov and under his leadership PSLU has been moving from a traditional university to a creative innovative (transformative) university since 2006, introducing the most modern management approaches, improving the material base. The university is an actual center of languages and cultures diversity, a center of peacemaking, one of the outposts of the Russian statehood in the North Caucasus.
A.P. Gorbunov suggested a logo "University that opens the world!" which became a brand symbol of the PSU. In 2012, it was changed at his own initiative to the "University that Opens and Transforms the World!" in order to express a new major turn which PSLU began to implement in 2012, to bring the content of its activities in line with the essence of a new era, based on fundamentally new theoretical conclusions.
According to the official ratings of the Ministry of Education and Science of Russia, PSLU is among the top ten of humanitarian universities. PSLU is ranked among the best universities in the country by the results of independent examinations, (for example, Potanin Charitable Fund). Since 2008 the university has been issuing its graduates an Appendix to the European-style diploma in English. According to the results of the average score of the Unified State Examination, applicants of the University are included in the list of the best universities of all profiles in the South of Russia.
In November 2008, "Europe-Asia" International Humanitarian Academy together with a National Commission of the Russian Federation for UNESCO awarded the PSLU with a diploma of the "Leader in the scientific and educational space of Russia" for its great contribution to the development of humanitarian science and training of a new generation of experts able to find "answers" to the "challenges" of the third millennium, as well as for education of young generations on the basis of the ideas and values of a culture of peace, tolerance, interethnic and interreligious harmony, dialogue of nations and civilizations.
A high quality of training in PSLU has been repeatedly confirmed by the certificates of Russian and international organizations, the Chamber of Commerce and Industry of Russia, a silver Lermontov Medal for the contribution to the introduction of advanced teaching methods, the Gold Medal in the nomination of "One Hundred Best Russian Organizations in Science and Education".
The participation Professor A.P. Gorbunov, Rector of PSLU as a member of the delegation of 23 Russian universities with PSLU being the only one university from the North Caucasus in the first “Iberoamerica-Russia” Forum of Rectors in the Kingdom of Spain in March 2009 during the official visit of Russian President Dmitry Medvedev and a meeting with King Juan Carlos was an important milestone.
Recognition of the PSLU authority and its Rector A.P. Gorbunov was the acceptance of Pyatigorsk State Linguistic University as an official member of the International Association EURHODIP, International Association of Universities (IAU), operating under the auspices of the United Nations. When creating such organizations as the International Association of Applied Foreign Languages - ALEA (Sorbonne, France), a Consortium of Humanitarian Universities of the Shanghai Cooperation Organization member countries, the Inter-institution Council on Spiritual Education of the CIS member countries, PSLU acted as one of the originators.
International relations of PSLU have reached almost all regions of the world today (North and South America, Western and Eastern Europe, Near and Middle East, Asia, Africa). The partners of the PSLU, with which the agreements on scientific and scientific-practical cooperation have been signed, are higher educational institutions and organizations from the USA, Great Britain, Germany, France, Spain, Belgium, Italy, Austria, Czech Republic, Poland, Bulgaria, Turkey, Greece, Azerbaijan, Armenia, Israel, China, Egypt, Sudan, Jordan, Kazakhstan and other countries.
Regular working contacts are carried out with IREX funds, German Academic Exchange Service (DAAD), the Spanish Agency for International Cooperation and the Instituto Cervantes, Society of Friends of Hebrew University of Jerusalem (Israel), Italian Institute of Culture.
Teaching of the Russian language in foreign universities was started under the auspices and guidance of PSLU: in Changchun Pedagogical University (China) within the framework of the main educational programs and in Asyut University (Egypt) on the basis of the Center for the Russian Language Study created with the help of PSLU (this project received grant support from the "Russian World” Fund).
The missions of teachers, graduates, and students of PSLU abroad for qualification improvement, internship programs, scientific research exchanges since 2007 has covered hundreds of participants and received a record scale for all the years of university existence, as well as the inclusion of foreign teachers and specialists in the educational and scientific process of PSLU (15-20 people per year).
At the initiative of A.P. Gorbunov an international version of the scientific journal "PSLU Bulletin" in foreign languages under the title of "Creative Innovations & Innovative Creations" was created. The Rector himself is an active author in the journal.
PSLU confirmed its socially significant status, becoming the only university in the North Caucasus among 26 winners of the All-Russian competition for the right to establish volunteer training centers for the XXII Olympic and XI Paralympic Games in Sochi in 2014. The diploma of the winner was received in three categories: "Administrative activity and accreditation", "Communications and work with the media", "Delegation service, protocol, linguistic services", which are now actively preparing volunteers.
It has been three times already that the university was ranked among the winner-universities of the Russian Ministry of Education to support the development of student associations, due to the high activity of the University students, including national, district, and regional events.
A.P. Gorbunov was a deputy chairman of the Political Council of the Stavropol regional branch of the United Russia political party (2009-2012).
A.P. Gorbunov is the chairman of the Public Council of Pyatigorsk, a member of the Council under the Governor of the Stavropol Krai on ethnic relations, a permanent member of the working group of the Council under the Plenipotentiary of the RF President in the North Caucasian Federal District on social and economic development of the North Caucasus Federal District and other public boards.
In November 2012, A.P. Gorbunov was unanimously elected to the post of Chairman of the Council of the North Caucasian Federal District Universities Rectors during the organizational meeting of rectors of higher educational institutions of the Council of Rectors of Higher Educational Establishments of the North Caucasus Federal District.
On July 10, 2014, during the work of the Congress of the Russian Council of Rectors, he was elected a member of the Council, Management Board, Presidium and the Vice-President of the Russian Union of Rectors.
Professor A.P. Gorbunov is recipient of Public Education Excellence award of the Russian Federation (1996), Honored Worker of Higher Professional Education (2006), he was awarded with the Honorary Diploma of the Governor of the Stavropol Krai, State Duma of Stavropol Krai for promotion of social policy region, and years of diligent work (1999 ), The Ministry of Education of the Stavropol Territory, the head of Pyatigorsk, medals "200 years of the establishment of the resort region of Caucasian Mineral Waters", "For Service in the North Caucasus", "For Peace and Humanity in the Caucasus”, FNPR Badge For Collaboration", a gold medal of the Ministry of Diaspora of the Republic of Armenia and a Diploma of the Ministry of Education and Science of the Republic of Armenia for his contribution to the implementation of the joint inter-university programs (April 19, 2012) and other awards.
He has a letter of gratitude for his fruitful work in the higher education, a great contribution to the training of highly qualified specialists and in connection with the 50th birthday (Federal Agency for Education, the order dated October 20, 2009 no. 12-01-08 / 103) .
In February 2011, A.P. Gorbunov was awarded with an honorary title of "Honored Worker of the Higher School of the Russian Federation" by a presidential decree (certificate to the state award No. 237110).
In 2012 A.P. Gorbunov got a letter of gratitude “For an active participation in elections of the President of the Russian Federation”, Honorary certificate of the Federal Service for Drug Traffic Control of the Russian Federation, for his contribution into their work, and Gold Medal of the Ministry of Expatriate of the Republic of Armenia as well as Certificate of the Ministry of Education and Science of the Republic of Armenia for the contribution into joint educational programs.
In 2013 Alexander Gorbunov received “210 years from the foundation of Caucasus Mineral Waters resort region of the Russian Federation” Anniversary medal, “Silver Cross for Merits” order on behalf of the President of the Republic of Poland Bronislaw Komorowsky for the creation of a Center of Polish Language and Culture in PSLU, and commemorative medal of Institute of Political and Social Researches of Black and Caspian Sea basins “In memory of 200 years of Russia and Persia peace treaty ratification”.
In 2014 A.P. Gorbunov got an Anniversary medal of Russian Lermontov Committee “In memory of 200 years of the birth of M.Y. In March 2015, Pyatigorsk State Linguistic University received a gratitude “For a big contribution into the development of education, and high-qualified experts training” from the President of the Russian Federation V.V. Putin. The award was given by the Plenipotentiary of the President of the Russian Federation in the North Caucasus Federal District Sergey Alimovich Melikov during his official visit in PSLU.
A.P. Gorbunov is married, has one daughter. Wife is Natalia Nikolaevna, works as an Assistant Professor at the Chair of Professional oriented English language at PSU. Miroslava Gorbunova is daughter, works as a tutor at PSU.
