Aleksandr Pavlovich Gorbunov, Professor, Doctor of Economics, Candidate of Historical Sciences, Honored Worker of the Higher School of Russia, Vice-President of the Russian Union of Rectors, Chairman of the Council of the North Caucasus Federal District Rectors, Chairman of the Editorial Board of Vestnik PGU - Scientific Journal, Professor at the Chair of Creative-Innovative Management and Law, Academician of the Academy of Pedagogical and Social Sciences, Academician of the International Academy of Pedagogical Education, Academician of "Europe-Asia" International Humanitarian  Academy.

A.P. Gorbunov was born on October 21, 1959, in Pyatigorsk. In 1976 he graduated with distinction from M.Y. Lermontov secondary school no. 1 with an in-depth study of the English language. The first sentry of Pioneer-Komsomol Post number 1 at the Fire of Eternal Glory in Pyatigorsk (1973). In 1975-1976 he was a secretary of the Komsomol committee at School.

In 1976 he entered Pyatigorsk State Pedagogical Institute of Foreign Languages (since 1995 - Pyatigorsk State Linguistic University, since 2016 – Pyatigorsk State University) and in 1981 graduated with distinction from the Department of English Language. In 1979 - 1981 he was a Lenin scholarship holder. He speaks fluent English.

From November 1978 to November 1982, A.P. Gorbunov, during his studies at the Institute, worked as secretary of the Komsomol Committee of the English Language Department. In his student years he took an active part in student construction brigades in Stavropol Krai (1977 - 1982) and participated in the construction of an agro-industrial complex in Grachevsky district, construction of a plastic plant in Budennovsk, generation of agricultural products at Georgievsk Cannery, he led student brigades numbered several dozen and several hundred people.

After graduation in 1982-1984 he saw duty in the Armed Forces of the USSR in the Far Eastern Military District as an officer and sergeant, and also took reserve officers' courses there.

Since 1984, he has been working at teaching posts at PSPIFL (then – PSLU, PSU): an assistant, senior teacher, assistant professor, professor. In 1989 he defended his Ph.D. thesis in the Dissertation Council on Historical Sciences at Rostov State University. In 1990-1991 he was a secretary of the PSPIFL party committee.

In 1992-1995 he was a dean of the Department of Foreign Students (more than 450 students from 51 countries of the world), since 1993 at the Translation Department for Russian students. From the end of 1995 to the beginning of 1998, he was a dean of the joint Department of Translation, Department of State and Municipal Administration, Department of Foreign Students. In 1998-1999 years he was a Deputy Head of the Department of Economic Disciplines for Organization of Teaching of Management Disciplines. In 2000-2001 he again was the dean of the Department of Translation.

From February 2001 to December 2005 he was a Vice-Rector for Scientific Work of the University, Chairman of the Editorial and Publishing Council of the University, Editor-in-Chief of the Vestnik PGLU Journal (PSLU Reporter).

Since December 2005 A.P. Gorbunov has been the rector of PSLU. He was re-elected three times in 2010, 2015, and 2020.

From 1999 to December 2009 he was a deputy head of the Department of Management, Political Science and Sociology in the section of management and law, from December 2009 to January 2011 he was the Head of the Department of Innovation, Management and Law of PSLU, since February 2011 till present he has been a part-time Professor at the chair of Innovation, Management and Law (at the Chair of Creative and Innovative Management and Law since July 1, 2012), since September 2015, he has been 0,25 fte Professor at the same chair.

Since January 2006 he has been a Chairman of the Editorial and Publishing Board of the Vestnik PGLU scientific journal. From 2006 to 2015 he was a Chairman of the Regional Training and Methodological Center (RTMC) on linguistic education in the South of Russia, Head of the Scientific and Research Institute on the Solution of Problems of Social Management and Leadership, Improvement of University Management, and Intellectual Property Development at Pyatigorsk Research Center of Povolzhye-Caucasus department of the State Academy of Science “Russian Academy of Education”. From 2008 to 2016 he was a Chairman of the Council of the Regional Research Institute for the Development of Problems of Inter-Confessional Relations, Ethnopolitics, and Ethnoculture in the South of Russia, formed at PSLU.

In 2014 A.P. Gorbunov defended his doctoral dissertation on economic theory in the Dissertation Council on Economic Sciences at the K.L. Khetagurov North Ossetian State University on “System Dynamics of the Higher School as a Fundamental Factor of Innovational Transformation of the Russian Economy”.

Academic degrees: Candidate of Historical Sciences (1989), Doctor of Economic Sciences (2014). Academic ranks: Associate Professor at the Department of National and Foreign History (1994), Professor at the Department of Management, Political Science, and Sociology (2003).

Since January 2006 he has been an active member (academician) of the Academy of Pedagogical and Social Sciences. In March 2008, A.P. Gorbunov was elected an active member (academician) of the International Academy of Pedagogical Education. Since November 2008 he has been an active member (academician) of Europe-Asia International Humanitarian Academy.

During his work at the university, he worked out 12 lecture courses in various academic disciplines: history, politology, country studies, public relations, management, and organization theory.

A.P. Gorbunov is an author of more than 340 scientific and methodic works, certificates of registration of intellectual property in the management theory, organization theory, system social and economic transformations, formation of future society models, Russian and foreign history, economic theory, Higher School problems study, university management, system dynamics of higher school, innovative economy, economy of knowledge novelty, innovative management, including 9 textbooks and 16 academic aids and materials, 20 monographs including textbooks “History of Western European Countries” (1998), and “Fundamentals of a Social Management” (1999) with the reference marks of the Ministry of Education and Science of the Russian Federation, monographs: “The Russian Higher School under the Influence of Social Change (late 1970s - the beginning of the 21st century)”, “Reformation of State and Society in the USSR and Russia at the end of 20th - beginning of the 21st century: historical experience and lessons”, “Formation and Implementation of Creative and Innovative Potential of the Russian Higher School” (2013), “System dynamics of higher education - the basic factor of innovative transformation of the Russian economy” (2014), “Integration transformational (creative-innovative) methodology as a universal sense-based tool, adequate to the essence of a new era” (2015), “From the Boundedness of Postmodernism, Post-Nonclassicism to the Latest Integration Transforming Methodology” (2015), “Informatization of Social Management and Prospects of Innovative University Formation in Russia” (2016), “Super(trans)-essence of Labor and Evolution of Types of Values which it Creates. Nine candidate theses were defended under the supervision of Professor A.P. Gorbunov.

Professor A.P. Gorbunov has worked out: conception of management as an economic relation; integrational approach to the leadership; conception of the alteration of general system connection in society; a range of approaches, connected with the acknowledgement of place and role of higher school as a productive and economic system of contemporary society; conception of transformational (creative and innovative) management; conception of higher school system dynamics improvement as an economic relation of innovative type; the newest, integrating, transformational methodology; model of transformational (creative and innovative) university and directions of its formation; crucial creative and innovative competencies of employees (university graduates) of a new era; range of roles of teaching staff of the university in during a new era; fundamentals of the transition to the society and state of social transforming, transformational and super-cointegrating type and other conceptual approaches.

At the initiative of A.P. Gorbunov and under his supervision the university has been moving from a traditional university to a transformative (creative and innovative) university since 2006 and continues its improvement introducing the most modern management approaches, and strengthening the physical infrastructure. The university is an active center of languages and cultures diversity, a center of peacemaking, one of the outposts of the Russian statehood in the North Caucasus.

Since 2009 A.P. Gorbunov has been a deputy secretary of the Political Council of Pyatigorsk local branch of the United Russia political party. In 2009-2010 he was a deputy secretary of the Political Council of Stavropol regional branch of the United Russia party on agitation work.

From 2009 to September 2018 he was a Chairman of the Public Council of Pyatigorsk.

He is a member of the Council under the Governor of Stavropol Krai on ethnic relations,

In November 2012, A.P. Gorbunov was unanimously elected a Chairman of the Council of the North Caucasus Federal District Universities Rectors, on July 10, 2014, during the Congress of the Russian Union of Rectors, he was elected member of the Council, Management Board, Presidium, and Vice-President of the Russian Union of Rectors.

In 2019 he was re-elected as a Chairman of the Council of the North Caucasus Federal District Universities Rectors, and then as a member of the Council, Management Board, Presidium, and Vise-President at the Congress of the Russian Union of Rectors.

In 2016 A.P. Gorbunov was elected member of Stavropol Krai Duma of the sixth convocation without discontinuing his work.

On September 3, 2020, he was elected rector of the PSU as a result of a ballot voting of PSU employees and students.

A.P. Gorbunov is married and has one daughter. His wife Natalia Nikolaevna works as an Associate Professor at the Chair of Profession-oriented English language at 0.5 fte. His daughter Miroslava works as Assistant Professor at the same chair at 0.25 fte.
