Viktor Nikolaevich Panin, director of the Institute of International Relations, Head of the Chair of International Relations and Global Economy, Director of Scientific and Research Institute of Strategic Studies, Doctor of Political Sciences, Candidate of Philosophic Sciences, Professor. V.N. Panin is a founder and director of the unique for the South of Russia school of international relations. He is a founder and chairman (from 2011 to 2017) of the Dissertation Council D 212.193.03 on political sciences. He guided more than 35 successfully defended dissertations. He is an author of more than 150 scientific and methodic works, published in Russia and abroad. V.N. Panin is a chairman of the Stavropol Regional Department of the Russian Association of Political Science, and a member of a range of Russian and foreign academies, associations, expert and editorial boards.
 
In 1994, he took part in the work of the Summer Institute of American Political System (USA). In 1998 he was twice scholarship holder of the Program of Regional Scientific Exchanges (IREX) and in a 2003-2004 academic year he was a scholarship holder of the Fulbright Program and led research work at Harvard University. He worked as an invited lecturer at universities of Abkhazia, Azerbaijan, Armenia, Belgium, Georgia, India, China, Pakistan, the USA, Turkey.

V.N. Panin’s area of expertise includes international integration, foreign policy of Russia and the USA, Russian-American relations, political processes in the Caucasus, Middle East, and Europe, theoretic and applied aspects of international relations and world policy, security, terrorism, and extremism. He regularly appears in mass media as an expert.

Professor Panin reads the following lectures: Diplomatic Protocol and Etiquette; Negotiation; Political Problems of International System; Regional Systems of International Relations; Geopolitics; Russia in a Global Politics; Theory of Security; Contemporary International Relations; Russia in Contemporary System of International Relations.

In 2010 V.N. Panin acquired the title of Honored Worker of Higher Professional Education of the Russian Federation. In 2019, he received the title of “Honorary Professor of Pyatigorsk State University”. In 2019 V.N. Panin received a Letter of Gratitude from the President of the Russian Federation for his merits in scientific and pedagogical activities and training of high-qualified human resources.
